The Volunteer Service Working Committee is a specialized functional body under the GHO Secretariat. It oversees and coordinates global volunteer recruitment, daily management, project execution and volunteer rights protection. The Committee collaborates with all professional committees and regional representative offices to advance global public health welfare programs with standardized volunteer resources. Its main responsibilities are as follows:
1.Institutional Planning
The Committee drafts and revises the GHO Volunteer Management Measures, Code of Conduct, Service Specifications, as well as volunteer incentive and exit mechanisms, and submits all revised documents to the Council for review, approval and enforcement. It also formulates medium and long-term development plans for volunteer services to promote the project-based, professional, internationalized and standardized development of GHO volunteer undertakings.
2. Recruitment and File Administration
The Committee releases unified global volunteer recruitment plans to support the operation of GHO forums, public health popularization, free medical services, international exchanges, academic research, official publicity and other key projects. It undertakes application acceptance, preliminary qualification review and interview selection, and develops standardized classified archives and a global volunteer talent pool covering general volunteers, medical professional volunteers, translators, new media operators, conference volunteers and other relevant categories. The Committee maintains real-time updates of volunteer information and manages the recording of service hours and the issuance of official volunteer certificates.
3. Training and Project Coordination
The Committee delivers standardized pre-service training for all volunteers, covering organizational concepts, compliance disciplines, international etiquette, basic public health knowledge and information confidentiality norms. Targeted professional skill training is provided for specialized volunteer positions. It allocates volunteer manpower based on project demands, coordinates online and offline volunteer tasks, and formulates detailed work allocation plans. The Committee conducts on-site coordination and full-process supervision of volunteer activities, and properly handles all emergencies arising during service.
4. Assessment, Incentives and Rights Protection
The Committee conducts regular service evaluation and annual comprehensive assessment for volunteers. It improves and implements the volunteer incentive system, including issuing official service certificates, granting honorary recognition and selecting outstanding volunteers for commendation and recommendation. The Committee safeguards the legitimate rights and interests of volunteers, clarifies potential service risks, coordinates necessary logistical and operational support, and promptly accepts and responds to volunteer complaints and feedback.
5. Brand Building and External Cooperation
The Committee publicizes exemplary volunteer deeds to build a prestigious international public welfare brand for GHO volunteer services. It establishes and sustains cooperative partnerships with universities, public welfare institutions and medical volunteer teams worldwide to develop a comprehensive global volunteer cooperation network. The Committee regularly compiles and submits volunteer service work reports and statistical data to the GHO Secretariat and the Council.
6. Disciplinary Administration
The Committee supervises all volunteers’ compliance with the GHO Charter and internal confidentiality regulations. For any regulatory violations, the Committee may impose disciplinary measures including verbal warning interviews, service suspension, and revocation of volunteer qualifications in accordance with official management rules.
